Can I play RPG Maker Fes games from Japanese creators?

It seems like you cannot search and download games from players using 3DS / 2DS consoles sold in Japan. As of now, the only games you can play are from playing in the Americas, Europe, and Australia. If you want to play Japanese players games, it seems like you will need to import a Japanese 3DS / 2DS console and use a Japanese copy of RPG Maker Fes Player.
